It’s best not to refreeze cooked food. The bacteria in the food will have had time to multiply while it was thawed. When it is refrozen and thawed the second time the bacteria will have a chance to multiply again before its cooked.
It is possible to freeze raw food you’ve defrosted and then cooked in a dish such as frozen mince used in a chilli con carne
